A. Call to Order and Determination of Quorum

C. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

E. Public Comments: Members of the public who wish to address the Commission may speak on matters related to the Historic Resources Commission. Comments are limited to three minutes per person. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

F. Public Hearing Matters

F-1 HRC-09-106 Action to elect a Historic Resources Commission Chairman and Vice Chairman for the period February 2010 to January 2011. (Jennifer Pruitt)

Staff Summary: Historic Resources Policy & Procedure Manual requires the Historic Resources Commission to elect a chairman and vice-chairman on an annual basis.

F-2 HRC-09-104 Action to consider a request from St. Peter’s Episcopal Church (property owner: Episcopal Dioceses of Nevada) to allow a non-internally illuminated double-faced sign, approximately 24 square feet, on property zoned Residential Office (RO), located at 300 North Division Street, APN 003-201-01. Staff summary: At this time the applicant is requesting to install a replacement sign on site. The proposed signage is a non-internally illuminated wooden sign totaling approximately 24 square feet, with steel posts. The location of the proposed signage is on the Division Street frontage.

F-3 HRC-09-100 Presentation by the Office of Business Development staff regarding the Carson City Nugget Development Project. (Joe McCarthy)

Staff summary: The focus of the Project’s business incubator is to create new jobs to the area, encourage prudent growth and build a diversified local economy. Good jobs increase income levels, expand the tax base, and support local development, such as transportation, education, recreational amenities and create an entrepreneurial, lifelong learning culture.

The Project’s scope also includes the addition of a Public Plaza. This public plaza could be an actively programmed town center with pedestrian, bicycle and public transit access, a landscaped gathering space with arenas for outdoor performances. Certain real estate interests looking at this project recognize the value added by a centrally located community retreat that highlights gardens, concert areas, panoramic views, public art, public markets, outdoor courtyards, a mix of crowds, centralized transit connections, outdoor movies on giant video screens. This public space will be adjacent to in-town residences, shopping, dining, civic institutions, and a concentration of public offices, city hall and the capital complex.

F-4 Discussion only regarding an update of Certified Local Government grant 32-09-21834(2), Historic Structures report for the Brewery Arts Center and the Performance Hall.(Jennifer Pruitt)

Staff summary: Planning Division staff will provide the HRC and the general public with an update to the status of the 2009 Certified Local Government grant.
